OK, it's probably a builder thing
Those windows on the side are "sidelights" not side panels. In fact, you can have them in any size from 12" wide on up, you can even have them openable with screens if you want.
French doors, doors in which both sides open leaving a full 2 door wide opening are out of style for exterior doors. They don't secure well and tend to leak air. Better to go with a set where the one door panel is fixed unless you really expect to use the open both sides feature. Usually this is called an "Atrium" door.
4' door panels (8' french door) are heavy and tend to have more problems over time
